Description

A vacancy exists for a Technical Manager reporting to the Hospital Manager. This job exists to provide leadership, technical direction and guidance to the hospital engineering function. This entails ensuring that the maintenance and operation of movable and immovable plant and equipment as well as execution of infrastructure and construction projects in hospital is carried out in an effective, safe and compliant manner that is aligned to applicable best practices and legislation. The successful candidate will be responsible for the management, maintenance and co-ordination of all major facets associated with medical technology within the hospital.

Critical Outputs

• Manage the hospital technical department such as implementation of the maintenance management strategy and best practices to maximise overall plant and equipment efficiency (OPEE) and availability and also execution of infrastructure and construction project.

• Manage all aspects of the team (i.e. performance, recruitment, development and retention).

• Perform administrative functions (i.e. reviewing and writing performance reports, document management, data analysis, validating expenditures, enforcing rules, and support decisions about key engineering projects).

• Drive strategic input and initiatives to maximise efficiencies e.g. utilities (water, electricity, and steam) cost review and plant and equipment modifications.

• Prepare budgets, drive contract negotiations and address any engineering project disputes.

• Manage overall hospital engineering compliance to regulations such as OHS Act, construction regulations, SANS etc.

• Investigate industry technology, evaluate benefits, conduct business case appraisal and motivate funding.

• Compile, manage and maintain an asset register of all medical equipment.

• Generate a five- and ten-year medical equipment replacement plan for all priority 1 and 2 medical equipment for the hospital.

• Consult with Physicians & Nurses to evaluate the correct specifications and standards of the required equipment.

• Communicate and negotiate with vendors to purchase the most cost-effective equipment at the highest quality.

• Perform first line repairs, modifications and installations on equipment in accordance with the standards and recommendations of governing agencies.

• Perform formal operators training and monitor competency compliance by arranging training with vendors for hospital nursing staff.

• Reviewing SLA and in consultation with the COO document specific hospital requirements and ensure signature by relevant parties.

• Driving and monitoring conformance to SLA, identify gaps and implement corrective action.

• Maintaining productive relationships with service providers through regular meetings.

• Effective relationship building with internal and external stakeholders.

• Ensuring customer satisfaction survey is conducted on a regular basis and ensure requirements/complaints are identified, investigated, acted upon and managed appropriately.

• Ensuring external stakeholders conform to agreed quality standards and drive conformance to relevant health and safety legislation as it relates to area of responsibility.

• Conduct regular audits, walkabouts and checks within the facility including services production areas (kitchens, cleaning storerooms, guard houses etc.).

• Participating in budgeting process and monitor performance against budget.

Requirements

• Bachelor’s degree in either Mechanical or Electrical (Heavy Current) Engineering with a minimum of 2 years in operations or engineering maintenance and projects or National Diploma in either of the above listed qualification with a minimum of 5 years in operations or engineering maintenance and projects or Certificated engineer with GCC (factories) and a minimum of 5 years practical experience in the operation or engineering maintenance and projects.

• Practical experience in the hospital environment or similar environment is essential.

• Proven leadership and people management experience.

• Knowledge of contracts negotiation and management, OHS Act regulation, facilities management, financial, project management and engineering procurement practices.

• Computer proficiency.

• Experience and understanding of expansion and refurbishment projects and the outputs thereof.
